Tobacco Resistance Unit (TRU)

The Tobacco Resistance Unit (TRU) is a movement throughout Pennsylvania to help youth aged 12 to 18 stay tobacco-free. High school and middle school students who join TRU can build leadership skills, earn scholarships and get free swag. But most importantly, they become part of a movement to stop big tobacco companies from getting another generation of kids hooked on nicotine.

About Day at the Capitol

Every year in May, TRU members from across Pennsylvania participate in the annual Day at the Capitol, meeting with legislators in Harrisburg to advocate for tobacco control policies. COCA Prevention Specialists participate in this event alongside youth advocates. In 2026, our Prevention Specialists Leslie & Teresa attended Day at the Capitol and met with legislators.

A key focus this year is improving Pennsylvania’s Tobacco Purchase, Use, and Possession (PUP) laws, which currently rely on fines, suspensions, and school penalties. These punitive approaches fail to address addiction and can create barriers to support. Instead, advocates will push for solutions that prioritize prevention, education, and cessation.
