Opioid Settlement Fund Update - August 2025

All current Berks County Opioid Settlement Funds have been allocated, following an RFP process and review period. The allocations were approved by the Council on Chemical Abuse Board of Directors at the August 19, 2025 board meeting. See below of a list of current funded projects.

About the Funds

The Berks Opioid Settlement funds are in place to address detrimental effects of the opioid/overdose crisis in Berks County and to help protect the community from such negative effects in the future. These funds are used to provide services related to Opioid Use Disorders (OUD) and any co-occurring substance use disorder (SUD) and/or Mental Health (MH) conditions to all communities and residents in Berks County with respect, dignity and equity while supporting culturally appropriate services and programs.

The Berks Opioid Settlement funds are used to address gaps in services, while also maintaining and enhancing established programs and activities. This includes supporting additional services that compliment and/or enhance existing programs while avoiding unnecessary duplication of effort. The funds are also used to provide sustainability for proven and effective services for expiring grant programs.  All such funds must be used in accordance with Exhibit E of the National Opioid Settlement. The opioid settlement guidelines do not allow for direct reimbursement to individuals affected by the opioid crisis. 


Funding Process

Services Eligible for Funding

The Council on Chemical Abuse accepts requests from interested community organizations and/or members for grants to provide services in accordance with the National Opioid Settlement. Services must be offered in Berks County and/or provided to Berks County residents. The opioid settlement guidelines do not allow for direct reimbursement to individuals affected by the opioid crisis. Funding requests must offer or provide services in any of the areas as outlined below:

  • Treatment of Opioid Use Disorder (“OUD”) and any co-occurring Substance Use Disorder or co-occurring Mental Health (“SUD/MH”) conditions through evidence-based or evidence informed programs or strategies.
  • Support people in treatment and/or recovery from OUD and any co-occurring SUD or MH conditions through evidence-based or evidence-informed programs or strategies.
  • Connect people to care who have or are at risk of developing OUD and any co-occurring SUD or MH conditions through evidence-based or evidence-informed programs or strategies.
  • Address the needs of persons with OUD and any co-occurring SUD or MH conditions who are involved in, are at risk of becoming involved in, or are transitioning out of the criminal justice system through evidence-based or evidence-informed programs or strategies.
  • Address the needs of pregnant or parenting women with OUD and any co-occurring SUD or MH conditions, and the needs of their families, including babies with neonatal abstinence syndrome, through evidence-based or evidence-informed programs or strategies.
  • Support efforts to prevent over-prescribing and ensure appropriate prescribing and dispensing of opioids through evidence-based or evidence-informed programs or strategies.
  • Support efforts to discourage or prevent misuse of opioids through evidence-based or evidence-informed programs or strategies.
  • Support efforts to prevent or reduce overdose deaths or other opioid-related harms through evidence-based or evidence-informed programs or strategies.
  • Provide education/training of law enforcement or other first responders regarding appropriate practices and precautions when dealing with fentanyl or other drugs.
  • Support wellness and support services for first responders and others who experience secondary trauma associated with opioid-related emergency events.
  • Support opioid abatement research.

How to Request Funds

All current Berks County Opioid Settlement Funds have been allocated, following an RFP process that ended in February 2025. Check back for information regarding future Berks County Opioid Settlement Funds.

The opioid settlement guidelines do not allow for direct reimbursement to individuals affected by the opioid crisis.

Current Projects Funded

Berks County Jail System Medicated Assisted Treatment Services

Funding Period: 1/1/24 – Present

Project description: The Berks County Jail System provides medication-assisted treatment (MAT) to inmates with opioid use disorder. The allocation covers both the cost of medication, and the expenses related to medical personnel participating in the program.

MAT Case Management

Funding Period: 1/1/24 – Present

Project description: Treatment Access and Services Center (TASC) provides ongoing case management within the Berks County Jail System for medication-assisted treatment recipients.

Specialty Court Recovery House Case Management

Funding period: 1/9/24 to present

Project description: The Specialty Court Recovery housing program is a service for Berks County treatment court participants. It serves men and women needing residential support for recovery from substance use disorders, with referrals made by the Berks County specialty court team. The program offers housing, level of care assessments, intensive case management, and recovery support specialist services. The program uses evidence-based practices to promote a supportive recovery environment focused on accountability, legal compliance, and improved quality of life.

Recovery Works

Funding period: 3/1/23 to present

Project description: Recovery Works is a workforce development program developed and operated by Connections Works. This program helps those in recovery from opioid use disorders and any co-occurring substance use disorder or mental health conditions to become reliable and successful employees and helps address issues of unemployment and underemployment.

SOS Berks Opioid Coalition

Funding period: August 2025 to June 2026

Project description: SOS Berks, the county’s opioid/overdose coalition works to fight the opioid crisis in Berks County through educational outreach and awareness related services and events.

Peace and Harmony House

Funding period: August 2025 to June 2026

Project description: Funding will provide for bilingual/bi-cultural outreach and educational services to the local Hispanic/Latino community, related to opioid use and overdose.

Recovery Coaching Services

Funding period: August 2025 to June 2026

Project description: Provides peer-to-peer services and support for families whose loved one is currently involved, or soon to be involved, with treatment for an opioid use disorder.

Reading Hospital & New Directions Center of Excellence

Funding period: August 2025 – June 2026

Project description: New Directions Treatment Services and Reading Hospital provide counseling and support services to those suffering from an opioid use disorder. This involves assisting individuals in obtaining suitable treatment and medical care, in addition to providing referrals and support for accessing essential social services.

Penn State College of Medicine Smart Vending Machine

Funding period: August 2025 – June 2026

Project description: The smart vending machine located at the Reading YMCA, provides a low-barrier opportunity for individuals to access at no cost naloxone and other items and services aimed at reducing fatal overdoses.

Council on Chemical Abuse Treatment & Recovery Services

Funding period: August 2025 – June 2026

Project description: Additional support for Opioid Use Disorder treatment and recovery services for individuals in Berks County.

Walk It Out Recovery Services

Funding period: January 2024 – June 2026

Project description: Funding supports Creating Lasting Family Connections, an evidence-based prevention program for both parents and families to prevent substance use.

Danny's Ride

Funding Period: 4/1/23 to present
Project description: Danny’s Ride offers transportation for Berks County residents receiving recovery services for opioid use and related disorders, especially those without access to buses, personal vehicles, or reliable rides. The service acts as a last-resort option to ensure effective use of program funds.

 

Equine Therapy for Pregnant and Post-Partum Women

Funding period: 9/12/23 to present
Project description: Bethany Christian Services of Pennsylvania provides an evidence-based Equine Therapy program for pregnant and post-partum women in recovery from an opioid use disorder. This project will enable pregnant/post-partum women struggling with addiction to process and heal from past trauma through a modality that has been successful for many who have not responded to traditional therapy.

Peer-to-Peer and Family-to-Family Education and Support

Funding period:  9/12/23 to present

Project description:  Peer-to-Peer and Family-to-Family education support groups for individuals and families suffering from a co-occurring OUD and mental health condition offered by the Berks County Chapter of the National Alliance on Mental Illness (NAMI).  The groups provide mutual support and shared positive experience, compassion and reinforcement from people who understand the impact of opioid use and mental illness.

3 C's Family Recovery Support Program

Funding period: 6/1/23 to present

Project description: Provides education, support and referral for individuals and families who have a loved one with a substance use disorder.

Former Projects Funded

Berks County Jail System Vivitrol Program

Funding period: 1/1/23 – Present
Project description: This program is designed to initiate and stabilize inmates at Berks County Jail System with the opioid antagonist Vivitrol prior to being released to the community. Vivitrol helps to block the effects of opioids and is a significant aid. This program was started under a grant from the PA Commission on Crime and Delinquency and is a collaborative program between the Berks County Jail and the Treatment Access and Services Center.

Easy Does It Inc at Atonement

Funding period: 3/1/23 to 6/30/24

Project description: A collaboration between Easy Does It of Leesport, PA and Atonement Lutheran Church of Wyomissing, PA to offer certified recovery specialists recovery support services, free of charge, to any Berks County resident who desires it.  Both organizations have a long history of assisting those in recovery from a substance use disorder.  Easy Does It provides short term housing and peer recovery support services for those in early recovery substance use disorder and Atonement hosts numerous recovery support meetings each week at their location.

Student Assistance Program

Funding period: 3/1/23 to 6/30/23

Project description: Support services directly related to the Student Assistance Program which provides early intervention services in local high schools.

Residential Treatment Fund

Funding period: 9/1/22 to present

Project description: Funds to help support those with an Opioid Use Disorder access appropriate licensed residential treatment service

FDA Approved Medications

Funding period: 7/1/23 to present

Project description: The use of FDA approved medications to address opioid use disorders. This includes methadone, buprenorphine/Suboxone, naltrexone/Vivitrol, and naloxone/Narcan.

SOS Berks Outreach Event

Funding period: July 2023

Project description: A community outreach breakfast event provided by Berks SOS Opioid Coalition to achieve the following: inform the community of the opioid/overdose crisis, describe various past and planned efforts of Berks SOS and to invite stakeholders and other community members to participate in the coalition.

Reading Hospital Center of Excellence

Funding period: 7/1/23 to 6/30/24

Project description: Expand the availability of Center of Excellence established for and primarily available to individuals covered under Pennsylvania Medical Assistance. This program assists individuals with an OUD by coordinating their care with finding treatment, medical care, and referral to social service providers and removing barriers for wellness.

Contingency Management

Funding period: 9/12/23 to 6/30/24

Project description: The use of Contingency Management and Harm Reduction for individuals with an opioid use disorder. Funds to be used for appropriate comprehensive training in these two areas, as well as for incentives to be used with clients receiving contingency management model of treatment.

The Bridge™ Device

Funding period: 9/1/23 to 6/30/24

Project description: The use of an FDA Authorized medical device known as the Masimo Bridge™ Device, which increases successful completion of withdrawal from opioids and increases the successful transition from illicit opioid use to a prescribed and medically managed Medication Assisted Treatment (MAT) program.

Medical Fellow Program

Funding period:  9/12/23 to 6/30/24

Project description:  Provide support for the Medical Fellow program at Caron Treatment Center offered in conjunction with Tower Health. The goal of the program is to expand the number of community physicians who are skilled in addiction medicine. Opioid Settlement funds support certain education, training and related materials, licensing fees and other ancillary expenses related to the project.

Kids of Promise

Funding period:  9/12/23 to 6/30/24

Project description: This education program provided by Caron Treatment Center targets both school-aged youth (5-19) impacted by a loved one’s substance use disorder, as well as the child-serving professionals who support them.

Student Athlete Education Program

Funding period:  9/12/23 to 6/30/24

Project description: Targeted education provided by Caron Treatment Center on the increased risk student athletes face related to substance use, including concerns regarding injury and opiate use.

Project Peace Youth Coalition

Funding period:  9/12/23 to 6/30/24

Project description: The Project PEACE Youth Coalition offered by the Community Prevention Partnership of Berks County will provide structured mentoring and leadership opportunities for youth in the Reading School District Middle Schools and High Schools. This is achieved by engaging youth in an effort to increase awareness of the dangers of substance use, decrease drug use and reduce overdoses. This program has been operating for 10 years under a federal grant which expired on September 30, 2023.

Recovery House Recovery Support Services

Funding period:  9/12/23 to 6/30/24

Project description: Provide resources for the Goodknights Club House, to establish Certified Recovery Specialist services for individuals residing at their recovery house.

Youth Leadership Council Awareness/Recruitment Event

Funding period:  September 2023

Project description: The mission of the YLC is to build resilient communities by empowering youth to make informed decisions about substance use.  Through innovative prevention programs, peer support, and advocacy, the YLC seeks to empower youth to make informed decisions about substance use.

Drug Treatment Court Recovery House Renovations

Funding period: November/December 2023

Project description: The use of Opioid Settlement Funds to help offset the cost for necessary renovations to the Recovery House for Drug Court participants located at the YMCA of Reading and Berks County.

Narcan Media Awareness

Funding period: October through December 2023

Project description: Campaign to raise awareness of the expiration of previously distributed Narcan provided by COCA. Messaging will also encourage and inform people how to obtain a free Narcan kit.

The Response Magazine

Funding period: 11/01/23 – present

Project description: Support for the publication of the SOS Berks Response Magazine. This twice yearly publication focuses on overdose, Opioid Use Disorders and other substance use related topics.

Berks First Magazine

Funding period: 7/1/24 – 6/30/25

Project description: Provide much needed and valuable resources for opioid and other substance use issues in the County’s Berks First magazine. This magazine has a wide reaching audience in the county reaching 87,646 homes as well as 300+ high traffic locations

Spanish Speaking Community Awareness

Funding period: 08/01/23 – present

Project description: – Utilize the local Spanish periodical, Palo, to raise awareness in the Spanish Speaking community of Opioid Use Disorders and how to access local resources, incorporating at least two of the Response articles in the monthly Palo Spanish publication.

iHeart Media Holiday Campaign

Funding period: November/December 2023

Project description:  Partnership with iHeart Media for a multimedia campaign over the 2023 holidays. This campaign was designed to raise awareness about the availability of opioid/substance use treatment and support services in Berks County even during the holidays, with information regarding the hotline as well as a link to the COCA Berks Get Help Now webpage. Advertisements were run in English and Spanish on social media (Facebook and Instagram), iHeart streaming services, and local English speaking and Spanish speaking radio stations.

Recovery Simulation

Funding period: April 2023

Project description: This interactive/participatory event highlights the challenges faced by those in early recovery. The intent is to educate participants to provide support for those seeking long term recovery, and to reduce stigma, which decreases the likelihood of relapse. Intended audience is criminal justice/law enforcement, policy makers, social service agencies and the general public.

Adolescent Awareness Conference

Funding period: April 2024

Project description: Funding made available to help offset the cost of a one day conference for youth and local service providers focusing on opioid and other substance use, overdose as well resiliency, trauma, mindfulness. Presented by the Amos Lemon Burkart Foundation

Mortality Review Team Coordinator

Funding period: 1/9/24 to 6/30/24

Project description:  Provide funds to engage a part-time coordinator for the newly formed Mortality Review Team.  This team will consist of local stakeholders who will review overdoses and suicides to ascertain any gaps in local services. Opioid Settlement funds will be used with other existing local monies to support this position.
